Sibson Consulting, a division of the Segal Company, wrote in a Dec. 9, 2010 publication "Impact of the Affordable Care Act on Dental and Vision Benefits," available at www.sibson.com:
"Group health plan benefits may be considered limited-scope, and therefore, not subject to HIPAA or the Affordable Care Act, in either of the two following situations:
* They are provided under a separate policy, certificate or contract of insurance (meaning an insured product like dental insurance or vision insurance), or
* They are not otherwise an integral part of a group health plan.
To meet this second test, which is the one that would apply if the dental or vision benefits are provided on a self-insured basis, employees must have the right to elect not to receive the coverage, and an employee who elects the coverage must pay an additional premium or make a contribution to that coverage."
Healthcare.gov, in a Feb. 25, 2011 publication, "States and the Affordable Care Act: More Funding, More Flexibility," available at www.healthcare.gov, stated:
"While some benefits, such as hospital and physician services, are required to be provided by State Medicaid programs, many services, such as prescription drugs, dental services, and speech therapy, are optional. States can generally change optional benefits or limit their amount, duration or scope through an amendment to their State plan, provided that each service remains sufficient to reasonably achieve its purpose."

The Teeth Center Staff wrote in their article "ObamaCare Leaves Adults without Dental Coverage" on www.teethcenter.com (accessed Sep. 25, 2012):
"What many don't know is that although Obama's health care law, American's will be required to obtain health care or be fined, however, this requirement excludes both dental and vision coverage.”
J. Thomas Russell, DDS, general dentist, on Mar. 5, 2011 wrote in his article "Obamcare Omits Dental Care" on www.soundentistry.com:
"The Regulations determine how the program will be administered, are still being created -- but they only deal with children's dentistry. If you are an adult, to use the President's favorite phrase: ‘You're on your Own.'
The Reform of the US Health Care System, when it is fully implemented, will require everyone to purchase a Medical Insurance Policy. This feature is the so-called Individual Mandate that will insure the medical needs of everyone.
However there is no individual Mandate for DENTAL CARE, only a provision for children's dental care after 2014.”
